Whenever one of these terrorists (I don't care where in line they stand in the network food chain) is expected to be released, have a sniper waiting for him and make sure the police leaves the case 'unsolved' forever.
I watch 'Cold Case' files. To be realistic, they need a few episodes where even the FBI can't solve a case. These would suffice.
