He was an undersecretary for something in NAVY before being appointed in 1987 a year before Reagan left office. I do not think he is a mole based on his political history before this President.
What I do think is he sold his soul to the devil Dean in order to get back at the religious conservatives that everyone on the Left hates (and osme on the right)

He served during the Carter regime for the House. Then Reagan elevated him---too bad-big mistake. I wonder who advised Reagan on this.
I did find this about him...he fancies himself to be a "a new Democrat" - he's a weirdo nevertheless.
