Well, if you have a two 5th grade classrooms consisting of 30 students (let's call them 30 small countries) playing tug-of-war, it's easy for a single 12th-grader (call this person the country of the United States) to step on either side and pull and win the game - which either direction the 12th grader chooses to go.
