No, random violence is very common. These people need to be locked up for a long time. In LA County the juveniles will get off with a wrist slap until they offend again as adults then they will get a wrist slap till they kill someone.
If this were white kids beating up black girls, it would be national news, 24-hour cable coverage, top of the fold New York Times. Yet it's white girls getting beat up by blacks, so of course it's only being reported locally - and very gingerly at that.
