The appeals process has been part of Iraqi law even under Hussein; he just chose to ignore it.

That is not accurate. This judicial system is brand new & totally restructured. There were no such rights under Saddam and any purported "right to appeal" was a farce.

The one appeal and 30 day death “thingy” is in place and considered the law of the land. These particular points of Iraqi law were part of the makeup of Iraqi law before Hussein, during Hussein’s reign (though he ignored them) and now after Hussien. They are part and parcel of Islamic law. Not that it matters a whole lot. The law as it is now it the law that will be carried out.
