All of the noise is caused by the ongoing debate over who owns the sea; the U.N. thinks it should be theirs to run while every sovereign nation wants control over its outer banks and coastal zones.

I think that if every sovereign nation could control its banks and coastal zones AND its fishing industry, that would go a long way. One of the problems is that in the open ocean, there is no regulation and no means of enforcement. Sovereign nations can board, impound, jail, and prosecute violators in their waters (and this can be effective if there is enough coverage). But beyond the 200-mile limit, anything goes.
