Why now? Why not last week? Would it have made a difference in the Senate races?I doubt it. My guess is that this is a "circle the wagons" move to shore up the resources, and rob the Democrats of a punching bag.

It could have made a difference.
Bush's poll numbers increased as he appeared of late to take some responsibility for Iraq, and then when he got stubborn again, they fell.
