For what issue is the MSM, this paper, building a frame? First a public failing is identified, next they'll find under employed experts who'll hire a grant writer and the next thing you know...a little more freedom will be lost.

To be perfectly honest, I think this article has appeared because it is a very slow news day in Britain. The news is going on and on about Jack Palance, who really isn't a well known actor here - that indicates desperation for material.
