He's a Major in the AF Reserves (or was). You might challenge his being Chief, certainly about the book, but the guy's not a total dolt as you suggest.

Oh, I don't know. I know some cops who've gone back to the street because it's more rewarding and actually lower-stress. I could see a former (bungling) chief doing this.
Hey, I'm with you!! I know many who would like to quit their jobs and hang out in Paradise. My standard joke to resort bellhops every time I go out there is "I offered management $2 more/hour to do your job than what you're paying and so they said I can start tomorrow." :)
I think that's a safe bet.
As someone else said, you just can't make this stuff up!
