The Dems will vote for this at their peril. This isn't the 70's. Disagreeing with the President's policy is one thing, but cutting off funds and leaving the troops twisting in the wind would be political suicide. I would invite that, but it would hurt the troops in the process. I can't pull a Dem tactic and hope failure to gain political points.
