ITV is already pushing the limits of THCP, and HDTV will break it. Considering that people notice video degradation at around 3%, the current protocol doesn't cut it.
Many consumers complain about VOIP problems that are really the result of IP, but the proven reliability of ATM comes with a price as well.
No taxation without optimization!
