He just told Matthews last night he had the votes. It wouldn't be the first time he'd be wrong.....nor the last. He needs to start an investigation and determine who "lied" to him about how they would vote.
If just last night he "had the votes" and today he got creamed, clearly there was some lying going on amongst his collegues.
