It is.

And, of course, it is the beginning stages of construction.

I'm told that even the five miles of five strand barbed wire that they did for the one rancher, who wanted that and no more, has slowed human traffic through that area by 50%.

Any barrier can be breached by a serious enough invader. Any lock can be picked or cut away. But we still use them, because it discourages the casual thief, and slows down the serious ones to give defenders time to respond.
