Services for the prevention and control of genetic disorders are restricted by certain cultural, legal, and religious limitations, [ . . . ]and the legal restrictions on selective termination of pregnancy of an affected fetus.
They describe the answer in full (incest), and then have to finish off with the fact that abortion, pardon ... "selective termination of pregnancy" has "legal restrictions."
You know, the lib journalists have to pick the ONE civilized thing that the Muslims still have right, that we discarded only a few decades ago, a prohibition on killing unborn babies, and lump it in with the abomination of incest.
Even if the child is aborted, he had Downs up until that time. (Full disclosure, my brother-in-law has Downs, we all love him dearly and our lives are fuller because he is a part of it.) It will be a sad day if we manage to "terminate" all of the imperfect before they ever see the light of day. That's even sadder than a lifestyle that needlessly increases these sad defects.
I find it interesting that the excerpt doesn't mention the problem of polygamy. One guy with four wives in a modest village can make half cousins and half siblings by the boatload.
