U.S. Embassy New Delhi issued the following Warden Message on December 28:

The U.S. Government wishes to remind American citizens living in and visiting India of the need to maintain vigilance in the new year, particularly in light of ongoing reports in the Indian press regarding possible terrorist threats to Goa, an area popular with tourists, during the busy holiday season. The Indian government has increased its security presence in Goa in response to these reports, given the density of nightclubs and restaurants that attract foreign tourists. American citizens may wish to read the Department of State's current Worldwide Caution for more information on the general threat to American interests overseas. Please see http://travel.state.gov/travel/cis_pa_tw/pa/pa_1161.html.

For the latest security information, Americans traveling abroad should regularly monitor the Department's Internet web site at http://travel.state.gov where the current Worldwide Caution Public Announcement, Travel Warnings and other Public Announcements can be found. Up to date information on security can also be obtained by calling 1-888-407-4747 toll free in the United States, or, for callers outside the United States and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays).
