Goldens and Labs do it almost instinctively. My Golden almost has a fit if you drop her leash on the ground. She will quickly pick it back up and look at me like I'm an idiot for dropping it on the ground. But, I don't think it would get around many leash laws.

My Golden leads me. He takes the leash in his mouth & decides which way, how far, and if we stop to chat to someone - how long!
