Why would the Saudis need to buy Baker off, his record would indicate that he could develop this report all on his own.What about his record are you thinking of. As Secretary of State wasn't he instrumental in forming the coalition for the first Gulf War? That's no small feat. He was Reagan's Chief of Staff and I think I remember they got at least a little bit of stuff done.
I would probably consider "Baker's" opinion.....but....NOT the opinion of a WHOLE GROUP of bureaucrats.
