The idea seems to be that they have the most knowledge, but that doesn't seem to help their ability to see things clearly.

It seems strange to me that they're intelligent men, they have a lot of in-depth knowledge of the Middle East, and yet they don't understand that it's futile to negotiate with people who wish us ill, and who we have nothing valuable to give to other than surrender.

Negotiation only works when both sides have something the other wants. I have money, you have a house in Miami I want to buy. We negotiate so I can buy it at a less than disasterous price. If we don't meet terms, we walk away.

In this case, I don't think we have anything Syria wants that would not hurt or interests to give them. For instance, we could give them military aid or money, but they'd just buy weapons and send them to our opponents in Iraq! If this is the kind of settlement we want, we can get it, and Baker would applaud, but boy would it be an awful idea.
