Pilot stated that the fuel flow indicator for #4 engine was behaving in an unusual fashion.
And how do you know it?
I read the NTSB report. BTW, after rereading the relevant section, I was mistaken--TWA 800 was out of envelope for over two minutes prior to the first anomalous event of any sort.
So you have assumed that that particular telemetry was the first actual unusual event. How do you know there was not an undetected failure mode earlier? What is your evidence?
