He's being used as a scapegoat and probably all in an attempt to appease the Sunni Terrorist. Either them or the new chair of the house appropriations committee in charge of the military's budget, who already pronounced them guilty and doesn't want to look like the fool he is.

Agree. He's a scapegoat for his commanding officers and ultimately Rumsfeld and Bush.
