That's pretty much the case. Leaks of classified information pretty much negate the billions of dollars we keep developing secret capabilities, and the infrastructure to keep them secret.
It's like having a million dollar yacht, where someone on the crew keeps drilling holes in the hull. A $5 drill turns your million dollar investment into junk, and puts everyone on board at risk.

Absolutely...and the Trillion Dollar 'Ship of State' we're aboard needs to start dropping appropriate 'depth charges' to end such low-budget Constitutional vandalism...
Appropriate would include the very Constitutional consequences for spying and treason.
