Countries already having totalization agreements with the U.S.

"Why exclude Mexico?"

None of those other countries have a history of sending massive numbers of illegal immigrants to the US.

I live on the border with Canada (Detroit area). I would estimate there are nearly the same number of U.S. nationals who work in Canada as Canadians who work in the U.S. The same is probably true of countries like Ireland, Portugal, Italy, etc.

How many "undocumented" Irish, Italians or Portuguese work in the U.S.? Most people from those countries bother to follow small details like obtaining green cards, work permits, etc. Our government knows who they are.

On the other hand, there is somewhere between 12 and 20 million undocumented workers in the U.S. (primarily Mexicans).

Why exclude Mexico?

Because it  is a third-world kleptocracy and hell-hole that is invading us with millions of its citizens?
