Sounds like a good idea to me. They'll all be trackable. Yeah, they have to "activate" it to work, but do you really think it won't already be activated? Pretty clever, imo. Saving lives and tracking crossers at the same time.

I guess this is Felipe Calderon and that wonderful conservative PAN party pushing to destroy the USA once again. So, if they catch something wrong then what? The international courts or putting more border patrol agents in prison.

Indeed, the key is to dissuade them from coming in the first place ...and to persuade the ones already here to leave. The method:
1) Cut off the welfare freebees.
2) Heavy fines for all companies employing illegals.
3) Secure the border with the National Guard and a barrier (wall/fence).
4) Rescind the anchor baby laws.
And of course, to never reward their lawlessness with amensty.

Sounds like these devices would only act like and emergency beacon ... similar to an EPIRB on a lift raft or life vest ... just sends out a beacon. Don't know why anything like that would cost thousands of $.

These Sat-Nav devices are expensive to the tune of several thousand each, and this doesn't even cover the cost of a down-link service. So who is paying for all of this? With the millions we send to Mexico every year in foreign aid, we probably are. Sweet deal, eh?
