Social Security for illegal aliens

An agreement the Bush administration reached with Mexico on Social Security benefits would allow illegal aliens granted amnesty in the future to claim credit for the time they worked illegally.

The TREA Senior Citizens League, a Social Security advocacy group, recently obtained the document through a Freedom of Information Act, and said it confirms the group's worst fears.

The document is a jumble of definitions and legal language, but a spokesman for the group said what's important is what's not in the text: It does nothing to prevent undocumented aliens who later get legal status from receiving benefits for the time they worked illegally. And that comes as the Social Security system's finances are about to be put under greater strain by the retirement of baby boomers.

The deal has not taken effect because Mr. Bush has not signed it or submitted it to Congress. Once he does, Congress would have 60 days to vote against it or it automatically would become law.

Most of those have been with European nations, with the financial effects known to be smaller.

Some lawmakers say Mr. Bush has not submitted the agreement because it would get caught up in the debate over Social Security's poor fiscal health, which could doom the measure.

A 2003 report by the General Accounting Office, Congress' investigative branch, said the agreement with Mexico was shoddy work that didn't investigate the reliability of Mexico's data, or take into account the millions of illegal aliens who would become eligible. The GAO also disputed the Social Security Administration's estimate that the agreement would cost $105 million a year for the first five years, saying the costs could be much higher given the uncertainty of who could benefit.

Here we go again! You could call this article, the "Looting of America!"

The article I have attached below that appears in today's edition of the Washington Times confirms that the administration is preparing to provide Social Security benefits to millions of illegal aliens who have entered our country and worked in violation of law. There are members of the administration who claim that illegal aliens would not be eligible to receive immigration benefits, however, it would appear that the guest worker amnesty program that the President and members of his administration as well as a significant number of Senators and members of the House of Representatives from both political parties have spoken out in favor of, would enable illegal aliens who acquire lawful status in the United States to receive Social Security benefits. This absolutely flies in the face of reason, commonsense and the public will!

For years we have been told that the Social Security system is in dire financial straits. The President attempted to privatize Social Security in an effort he claimed would help to shore up the beleaguered Social Security system. Meanwhile, he negotiates a totalization agreement with Mexico that would enable illegal aliens from that country to receive Social Security benefits. Incredibly, illegal aliens who worked under other people's Social Security Numbers thereby committing a felony commonly referred to as "Identity Theft," would be able to file for Social Security benefits as a result of their having worked illegally with other person's Social Security Numbers! Besides the fact that the payment of such benefits to millions of illegal aliens would impact adversely on the solvency of this already floundering program it would offer a reward to those who have violated a series of laws by entering our country illegally, working illegally, stealing other peoples' identities and perhaps committing a laundry list of other crimes all at the same time! It would also be interesting to know how the administration would be able to determine whether or not an alien who claimed to have worked under a stolen name and number truly worked under that name and number or was simply lying about it. Remember we are talking about millions of illegal aliens whose true identities are unknown and unknowable. We often hear about people who have been arrested for cheating the welfare systems in various states by filing false applications for benefits. Generally, only a small percentage of criminals get caught. Think of how many times when you are driving your see other motorists speed by you at warp speed. How often do you so someone pulled over for speeding? How many times have you seen other drivers blow through a stop sign or a red traffic light without getting caught. Fraud committed by individuals against the government is a crime that requires resources that frankly are not available to catch the majority of those who engage in such crimes. In fact, it would not surprise me if organized crime groups or even terrorist organizations availed themselves of the opportunity to loot our Social Security system. How many illegal aliens who are not citizens of Mexico would claim to be citizens of Mexico so that they could be eligible to participate in this massive give-away program? How many more illegal aliens would run our borders in the months and years to come hoping to jump on this lucrative bandwagon to participate in the guest worker amnesty program, claiming to have been here for the requisite period of time so that they could also participate in the totalization agreement and receive payments for life? To people living in squalor in their homelands, Social Security benefits for life would nearly represent winning the Lottery!

Meanwhile, as I have pointed out when I testified before Congress earlier this year, asset forfeiture is becoming an ever increasingly popular tool that is used by law enforcement agencies ranging from local towns to major cities, states and the federal government to deprive criminals the ill-gotten proceeds that they accumulated by violating various laws. This is used as income generator for governments on all levels and serves to inflict additional punishment to those who engage in violations of law. Yet, where illegal aliens are concerned, they appear to have become the "sacred cow" to politicians who want to erase America's borders and bring in cheap and exploitable labor to satisfy the various corporations that employ armies of lobbyists as do various special interest groups. It would also appear that these politicians are hoping to gain the votes of these pre-citizens as I used to refer to illegal aliens back in the 1970's when then President Jimmy Carter ordered that INS employees no longer refer to illegal aliens as illegal aliens, but rather refer to them as "Undocumented Workers."

On May 1, 2006 hundreds of thousands of illegal aliens and their supporters took to the streets of cities throughout the United States declaring in Spanish, "Yes I can!" We marveled at their unmitigated gall or as we say in New York "Chutzpah!" Some people I encountered asked me what I made of the demonstrations. I was interviewed on several programs about this demonstration of chutzpah that amazed so many Americans. I explained that I believed that these illegal aliens had been emboldened by our politicians. My dad used to tell me that I would teach people how to treat me. He told me that if I made it clear that I would tolerate being mistreated by those around me, then I would be treated poorly. On the other hand, if I treated people fairly but demanded similar treatment for myself, then ultimately I would do much better. America's "leaders" are teaching illegal aliens and would-be illegal aliens that they can indeed enter our country in violation of our laws. They can ignore the laws that makes it illegal for them to steal identities and work without permission. In short, we are teaching these people that we will not only allow them to violate our laws with impunity but that we cannot wait to reward them richly for violating our laws. I guess that the only way that these illegal aliens will ever be made accountable is if our politicians have their way, and these aliens are naturalized, they will then become United States citizens. We certainly know that United States citizens cannot get away with violating the laws of our nation with the impunity that illegal aliens can.

Consider the findings of the GAO concerning a totalization agreement with Mexico as noted at the end of the article. I have copied that last passage below:

The time has long since come for Americans to contact their alleged representatives and tell them. "No you cannot!"

At least with the Democrats we know they are going to set it up to steal our money, but when one of our own does it, well, what can you do?

But this is a reciprocal agreement with the Mexicans. If we move there, we can the become part of their retirement system. Oh, I forgot, only 40% of mexican workers participate in that system and the beneifts are limited to a % of what EACH worker put in THEMSELVES. They run their system in a totally different manner than SS, so we are talking apples and oranges here. Every day I am amazed at what out politicians are doing to screw up our country even more than it already is.

What other country in the world advances the interests of non-citizens (lawbreakers all) at the expense of its own people? I suspect that Bush will sign this as one of his last acts in office. We been had.

Introduction

Since the late 1970's, the United States has established a network of bilateral Social Security agreements that coordinate the U.S. Social Security program with the comparable programs of other countries. This article gives a brief overview of the agreements and should be of particular interest to multinational companies and to people who work abroad during their careers.

International Social Security agreements, often called "Totalization agreements," have two main purposes. First, they eliminate dual Social Security taxation, the situation that occurs when a worker from one country works in another country and is required to pay Social Security taxes to both countries on the same earnings. Second, the agreements help fill gaps in benefit protection for workers who have divided their careers between the United States and another country.

Agreements to coordinate Social Security protection across national boundaries have been common in Western Europe for decades. You would have to wait at least five years to get a Mexican residency permit and then try hard to qualify for Mexican citizenship (while giving up your precious US citizenship). It's not easy and very costly to do anything of the sort in Mexico (bribes are required at every level). Good luck! Then try even harder to get a small piece of their worthless SS pesos. When you get frustrated, cross the open border and sign up with a false US SS card and then enjoy US SS bennies. That's much easier.

Good post, WIA.
At minimum any repeal/amendments to USC Title 8 (`Immigration & Naturalization') should have clear wording that all foreign nationals born in this country, from the date of passage of the legislation, are not subject to our jurisdiction and therefore not American citizens.
And any amnesty decision--to grant or not to grant: no quid pro quo!--should be suspended until the SCOTUS reviews it. This should be sine qua non (`but for this, nothing else') but the aiders-and-abettors are just looking for an excuse to excuse, then replace cheap labor. The enabling legislation should clearly state that it is complete `package deal': all or nothing.
If the Supremes find it violates the 14th, then the legislation should be repealed in toto, and no amnesty then for foreign lawbreakers. Otherwise we're looking at bequeathing to our children the same problem face now, only increased exponentially as new "immigrants" (Mexico's unwanted) continue to flood the USA, knowing all they have to do is 1.) have children, and 2.) be patient.
That's what they've been doing here for the last 50 years.

I just r4ead about this yesterday and did a report on it- No wonder dems oppose closing the border- they won';t be able to give trillions of our dollars to as many illegals that way- I swear- they absolutely want to destroy SS so that they can blame it on the President http://sacredscoop.com

I have no problem with this agreement as long as it only covers people living and working legally in both countries, but the agreement must explicitly state that any money paid in by someone not legally permitted to work is forfeited.

If people come here legally and follow our laws, they should be treated fairly.

If they do not, they should not benefit from their crimes and we should definitely not subsidize their retirement.

There also needs to be good safeguards against fraud in place before such a system could be approved. If implementing such safeguards is not realistic or practical, then neither is such an agreement.

It also takes those working in Mexico 24 YEARS to qualify for benefits, as opposed to, what, 2 and 1/2 years (10 quarters) here. This is an unprecedented, one-way giveaway and a betrayal of Americans.

That's caca... I got my residency permit with one visit and the whole process cost me under 200 US dollars. You have to be a resident for five years before applying for CITIZENSHIP (though, if you're born in Mexico, on a Mexican ship or airplane [in theory, I suppose it could happen] the Constitution says you have automatic citizenship). Mexico is a poorer country than the U.S. and -- obviously -- social benefits like Social Security are less funded AND, yes, fewer workers receive benefits, but that 40% figure ignores the fact that there are three different government retirement programs (there are separate programs for civil servants and PEMEX employees)
