I suspect it's so that the genius news readers won't pronounce "FBI" as "FuhBeeee" and email as "Emma Ill" as it scrolls by on the TelePrompTer.

It's standard formatting for voice-over press releases, telling the VO person to spell it out rather than try to pronounce it as a word.
