My daughter is a lifeguard, and if it's anything there like it is here, training and certifications would weed out those unable or unwilling to do the job. Additionally, she has a CPR mask that is Red Cross standard issue- nobody does direct mouth-to-mouth except in an emergency where you have no equipment with you.
