Did they not read the bill before voting on it?
I was listening to this being discussed on WMAL this morning...it seems that this little exemption was either a rider attatched to the original legislation or something that was so far down in the details that no one saw it.
A new Republican Congressman yesterday did try to raise issue with it during the debate on Stem Cell research asking if Samoa would get an exemption from it as well...and was promptly shouted down by a gavel banging Barney Frink....errr...Frank.

Funny. Why should they read bills? They don't affect the artistocratic class.
Most members just vote the way their leadership tells them to.
Since this involves Pelosi, don't expect any attention to this hypocrisy in the complicit MSM.
