They investigate crimes after the fact (in between writing traffic citations). It's up to you to protect yours

The police mostly enforce the revenue enhancing laws (seat belt, speeding, etc.) for a several reasons - not particularly risky, easy to do, and best of all it makes money for their employer. Catching burgulars doesn't add anything to the government's pelf, takes a lot of effort, and uses resources that could better be spent on collecting fines.
