Unfortunately, there are many houses like that. To avoid quake damage, houses are usually built with wood or other light items. No thick concrete walls. No heavy duty heating system. They usually have small electric heater attached to walls, just enough to get by a brief chilly weather.

Concrete would be the worst thing for insulation. The warmest houses here are wood frame with lots of fiberglass.
