AN ACT requiring municipalities to establish volunteer civilian police review boards.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT requiring municipalities to establish volunteer civilian police review boards.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Volunteer Civilian Police Review Boards. Amend RSA 105 by inserting after section 13-b the following new section:

105:13-c Volunteer Civilian Police Review Boards.

I. The governing body of each municipality shall establish a volunteer civilian police review board. The board shall hold meetings, at such times and places and according to such procedures as the board deems necessary, for the purpose of hearing complaints regarding law enforcement officers or law enforcement activities within the municipality. The board may make advisory recommendations regarding law enforcement officers or law enforcement activities to the police chief of the municipality or governing body of the municipality or both.

II. The governing body shall appoint at least 3 members to the board. No law enforcement officer or employee may serve as a member of the board. Of the initial members, at least one member shall serve a one-year term, at least one member shall serve a 2-year term, and the remaining members shall serve 3-year terms. Members shall be eligible for reappointment. After the initial terms expire, each member shall serve a 2-year term. Members shall serve without compensation.

2 Effective Date. This act shall take effect 60 days after its passage.

It seems that we are following the City of NY in our new Legislature. I lived in NYC when this call first came out, they were shooting cops on the street. If you have problems with the cops don't fund them, Town meetings are wonderful things.

As a former NH town cop the problem with this bill is the same with all boards appointed by the governing body.

Glad to see our new reps are hard at work solving nonexistent problems. To paraphrase H.L. Mencken, we're about to get all the government we voted for, and get it good and hard.

I agree. If you have a problem with the Town Police Force take it up with the Board of Selectman or at the Town Meeting.

The only problem I might have is using the LEO's as a revenue enhancement organization. Other than that I have no problems with the performance of the Cops in my very small town.

There is no FR Chapter in NH as I see it. We have lost many potential activists through a lack of communication.</P>

We are in a position where we can become Massachusetts North if we don't communicate, If that is the rule, I submit.

Don't understand revenue enhancement? Any fines for traffic violations, go to the state. The town never sees a dime.

This bill was ITLed in committee already.

I agree that all towns should have civilian review boards to keep tabs on the police, but I don't like the state telling them to do it.

Believe me, Rochester could use some reviewing of the police, and some butt-kicking. We don't have town meetings, per se, as we have a Council, not a Board of Selectmen. No input, and it just keeps getting worse.
