What sort of car would be in -40 Celsius (-40 Fahrenheit) temperatures? Hot weather and friction would seem to be more probable to break the ultracapacitor (coming from a non-expert).

When I lived in Canada's far north, it often got below -50 C -- it was a relief when temperatures got up to -40 (where they could remain for weeks on end).

Some sort of supplemental heat will probably be needed in cold climates. Similarly, air conditioning will dramatically reduce mileage in hot weather (especially for city driving). Even if a pure electric car can get a 200 mile range in moderate weather, a hybrid might be better to provide supplemental heat, or additional power for the AC during more extreme (and more common) weather conditions.

Ever been in Minneapolis in January at night? It gets into that neighborhood. Just stunningly cold. It was 30 below when I emerged from my hotel one morning three years ago. My first trip into that region at that time of year, I wasn't dressed properly and pritnear turned into a popsicle! I'd imagine places like Fargo and Fairbanks see worse temperatures fairly frequently.
