Teddy on another of his drunken rants again? Too many double scotches for lunch. That's usually when makes him get up and babble and slur, and stagger around on the senate floor.
What an embarrassment to the nation. I guess he felt "inspired" by the tearful speach by the traitor earlier in the week.
