The question is how many non-Arabs or Jews are ministers in ANY of the RACIST Arab world?

Well, Tariq Aziz was a Chaldean Christian under the Catholic Church and he occupied a string of high profile jobs (Foreign Minister, Deputy PM, Ambassador to UN, etc) under Saddam, as did many of his fellows at lower levels. I think there were a few in Syria too. Christians were seen as reliable because they had no support base for any major intrigures in those nations.
