Do you mean, "former" President? I hope he's not back in the White House.
The title "President" remains with him even after he's out of office. It's why George Allen is still "Senator Allen," why Mark Warner is still "Governor Warner" and why Alan Keyes is still "Ambassador Keyes." It's a protocol thing. You can retain the title of your highest office.
He is a "Former President." But his title is "President Clinton."
Same with President Carter and President Bush (the first).
