Since they left a brushy area, I'm thinking they crossed the river between Progreso and Hidalgo. Maybe around the Santa Anna National Wildlife Refuge?

It has been cold lately so I really don't think they crossed the river by water. I think they crossed the bridge either walking or driving. Most people aren't up around 2AM to report illegals to ICE. I think they were reported by bridge officials either on the Mexican side or the American side.
