The former Dem Congressman describes the deal he's cooked up with Mr. Chávez as charity for low-income consumers of heating oil. But it's worth asking what the price of this largesse is to Venezuelans and to U.S. security interests.

The arrangement is this: Mr. Chávez's Citgo-a Houston-based oil company owned by the Venezuelan government-is supplying home heating oil to Mr. Kennedy's Citizens Energy Corporation at a 40% discount. Citizens, a nonprofit outfit, says it passes the savings onto the poor, aiming to help 400k homes in 16 states that would otherwise have trouble heating their homes. In the process, Mr. Kennedy happens to get a high-profile publicity plug. Been seeing these advertisements from Joe Kennedy on the tube lately and decided to give him and Hugo a call. I mean, after all, who can refuse the opportunity to get some free heating oil!? If you call, they will ask you for your contact info and then send you out an application. If you qualify, they send a local oil truck to your door with 100 gallons.

Joe, I know this lady who was paralyzed when the idiot she was with rolled his jeep over on her. She could use the oil because she was left destitute after her injury because the family that she didn't sue, left her high and dry after promising to take care of her.

How does one go about using heating oil anyways? I'm curious. My house is natural gas heated. All the appliances are electric. Far as I know I have no way of actually using 100 gallons of heating oil properly.

Guess I just open the barrels and light em up...can I send em back to Venezuela that way?
