My understanding is that the only part of the country that hasn't seen meth (yet) is the Northeast and that likely to be because we see most trends last because were farthest away from California.
And that's the whole reason why these stats are pretty pointless. The spread of meth is basically something that's sweeping from one side of the country to another. There's a lot more factors to why states are ranked a particular way for a certain category than party affiliation.
