How many hand-held/jeep-mounted small missiles can be eliminated from the Flt 800 list because they don't have the height to kill an airliner that high?

I say "jeep-mounted" because obviously a fishing boat/pleasure boat can carry a simple mount with little trouble.

Navy missile? They would certainly have the range, but no way. Not a credible source.
