I think it will pass. In the 109th Congress the Reps voted against the comprehensive immigration bill 32-23 and the Dems voted for it 40-4 [counting Jeffords.] The proponents of the bill have enough votes to invoke cloture and vote on the bill. It will pass in both the Senate and the House and will be signed by the WH.

It could well pass if it is allowed to come to vote. But any senator, such as Kyl or Hatch can put a hold on the bill and refuse to release it until amnesty is removed.
