"Why didn't Clinton push for the Kyoto protocol ratification, if he is so concerned about this?

I think he knew it would be suicidal for the economy and his presidency to do such a thing and I am sure that he knew that he could refuse to sign it and in a few years no one would remember.

He DID push for it. It was rejected by the Senate of the U.S. 95 - 0. Note that a few less than half of the Senate was of his own party; every last voting soul said "uh uh, Bubba."

But do you get the impression that he was making a token effort for something he knew would never get approved?
