The man deemed by San Francisco officials to be a potential threat to Mayor Gavin Newsom has suffered several mental breakdowns, was arrested last year on suspicion of threatening his elderly parents and shined a laser light in a prosecutor's eye during a court appearance, public records show.

Han Sup Shin, 42, of Union City entered Newsom's Russian Hill apartment building early Feb. 15 and has been showing increasingly bizarre behavior at the mayor's public events, according to declarations filed in court as part of a request for a temporary restraining order by City Attorney Dennis Herrera.

"We've had several contacts with him over the years,'' Lt. Jim Bizieff of the Union City police said today.

The most recent was in November, when Shin allegedly threatened to kill his 76-year-old mother at the Union City home where he lived at the time with his parents. Shin was trying to get her to sign loan papers for a house, according to a police report.

His mother fled and called police, telling officers that she believed Shin had armed himself with a hoe and was keeping his 80-year-old father from leaving the home.

Shin was arrested without anyone being hurt. At a court appearance Jan. 31 in connection with the incident, he allegedly pointed a laser light into the prosecutor's eyes. He was charged with using a laser to intimidate and interfering with a prosecutor's duties.

His parents had obtained a restraining order against Shin in 1998, saying he had been diagnosed as bipolar in 1986 and "becomes manic immediately" if he stopped taking his medication, according to a statement they filed with the court. They said they took care of him and were "unhappy and sad" they had to seek protection from him.

--so did the "conservatives"--it saved money and anyway, everybody thought all you had to do was give 'em an open-ended tranquilizer prescription and it took care of everything--

He (Frank Chu) was there when we were supporting Bush in Union Square in late Nov 2000. There were also anti- fur nut s there too. All he did was stand around with his 12 Galaxies sign.

I don't know why I feel this way, and I know its' wrong, and it goes against the stereotype of Asians as a model minority, but Asian stalkers give me the willies moreso than Caucasian stalkers.

Maybe it's because I like to think I can get inside the head of a fellow Caucasian stalker, whereas an Asian stalker is so, well.....inscrutable.
