I don't know, but I gather it varies. Since individual regional councils negotiate their own deals with the suppliers, part of the negotiations must involve price (probably lower prices for larger bulk orders, maybe discounts for accepting some degree of manufacturer choice of how much of each flavor, etc.). I'm sure both the manufacturers and the Girl Scouts are doing well. If there was only one manufacturer licensed by the national GSA and all troops had to buy from that one, then the manufacturer MIGHT be getting a sweetheart deal. If the GSA was to go with just one manufacturer in a given year or few-year period, I'm sure it would only be after tough negotiations and with a contract ensuring that the GSA and its member councils made plenty of profit, and I'm sure there were some fairly tough negotiations even for the 2 manufacturers to get themselves selected. The Girl Scouts and their cookie drive are big enough and reliable enough to have significant negotiating power.
