Why is what she said offensive? Is it more offensive than Breck Girl or girly-man? If so, why? Maybe it's regional, but I've always understood 'faggot' (or 'fag') to mean the same as 'queer' (usually preceded by f####n), which was slang for homosexual. (It used to mean just 'strange' or 'odd'.) Maybe you were more 'enlightened' where you grew up.

Because the group of people it's aimed at believe it is offensive. I would guess that this group of people believe it is more offensive than Breck Girl or girly-man, but I don't know for certain. The reason for this is because the people to whom these terms are applied have the right to decide what offends them, and in what order. This is the usual way of insults - the people delivering them intend to be offensive, and shouldn't pretend to be surprised when the targets of the insults are offended.
