There are only three countries with a documented capability to produce weaponized Anthrax: the U.S., Russia and Iraq.

The FBI locked in on Hatfill because a Domestic Terrorist theory of the attack was politically correct within the FBI. Strong leads connecting these attacks to agents of the Iraqi Intelligence Service (IIS) were never investigated.

The FBI is mired in the "disconnected terror cell" theory promoted by Stephen Emerson. This theory has made a marginally incompetent agency into a completely incompetence in the area of Counter Terrorism.

State Actors were involved with the Anthrax attack but we will never know the truth now because the trail has gone cold.
