How in the world (besides Clinton being the president at the time) did this man gain four stars in the Army of the United States?

It was exactly because of Clinton.

He was appointed Commander of NATO.

He then was relieved of command and forced to retire because he disobeyed orders. Others who disobeyed orders were courtmartialed, he wasn't because of Clinton.
