Per the 2nd, we don't.
Per the existing infringement on the 2nd, and until the 2nd again prevails, such legislation helps move us in the right direction.

Fair enough and point is well taken.
Maybe Duncan Hunter could state that, were he President, he would call publicly on the other two branches of government to settle the ambiguous meaning of the 2nd ammendment by powers vested in those branches per the Constitution?
