Then what's taking them so long? The phrase "Chinese fire drill" means something. Thank the Red Chinese for bringing the KIND of group discipline that gets better results than their cultural history. But the ChiComs are still swimming against the tide of Chinese history. Progress on their aircraft carriers is agonizingly slow because they are just not good at it. Just like not all nations are capable of building submarines that work, not all nations are capable of the mega-projects that require critical path planning, coordinated managerial skills and many intangibles that have nothing to do with technology.

Russia - far more advanced technologically than China, and the Russians gave up on building an aircraft carrier. Credit the ChiComs with more persistence than that - but there are still a lot of pieces missing to the building process and I am not sure that China will even be able to meet the 2020 deadline. The best that can be said is that they learn - but very slowly.

How good are they, really, at servicing them once they are built? That should be examined too. X ray and ultrasound technology for checking wear and tear on the hull after a time at sea - can they do it? How reliably? Every technology has its own nerd culture. In large measure, nerd cultures and communists do not get along very well.
