I know you're joking, but consider if they put out "guidelines" (wrote new law) that made the RKBA process uniform across the states, with lots of reasonable common-sense gun safety rules to follow like training, storage, locks, and areas where civilians could not carry, plus perhaps registration and liability insurance?

I was thinking more of the process they followed in RvW rather than the details, with umbras and emanations and Vodun dolls and chanting.
