Since when did law grant man the authority to determine when human life has value and when it does not?

Um, pretty much from the beginning - especially in english common law.

Man has never had the authority to determine the value of life.

To claim otherwise denies the very premise of our Declaration of Independence, the basis for American law and justice.

People who had committed no crime could be sentenced to death?
