I haven't looked in their student handbook but I assume it is similar to the one at the local university here...and fitting a rule to the killer's case might have been kind of hard. They may have been waiting for the semester to be over...which it soon would have been.

When someone is scaring kids away from a class ... 7 out of 70 students show up for a class .... there has to be a LIMIT on what is tolerated. His “work” sound like your worst nightmare. Surely with this kind of stuff as evidence something SHOULD be done to get rid of him - it doesn’t makes sense NOT to expel him. Give him a mental disability leave ... whatever ... just remove him.
